At the Ardougne Zoo, one of the zookeepers has become a bit preoccupied by penguins. In fact, he's downright paranoid about them. He needs your help to observe their habits on the iceberg in the Lunar Sea.
What begins as a peaceful bird-watching expedition opens a new world of espionage and bad musicians.

Paranoia


Speak to Larry near the Penguin Exhibit in the Ardougne Zoo. Larry will ask you if you're working for the penguins. Then invites you to a "research project" to learn about the penguins more. Agree to go with him, he'll tell you to bring supplies for a shelter, and to meet him east of Keldagrim.

Grab 10 Oak Planks, 10 Steel Nails, a hammer, and a spade before heading to the meeting spot. Once there, talk to Larry at the boat, and head to the iceberg. Talk to him to learn how to make a bird hide. Use the planks on the nearby firm snow patch. Then use your spade on the bird hide to cover it in snow.
Enter the Snowy bird hide. Pay close attention to the emotes they do. This changes per person. Make the best note you can judging by their animations. Talk to Larry again, and he will ask you to leave the Iceberg to talk about plans to infiltrate the penguins.

Cute...but EVIL


Travel with Larry back to the dock east of Relleka, and talk to him again. He will tell you about a clockwork penguin suit that he designed, and tells you he will shrink you to fit in it. He will ask you to make it in a player owned house.
Read or skim through Larry's book and head to your, or a friends house if you don't have a level 3 Clockwork bench. It requires a plank, silk, and clockwork.

Return to the Iceberg with Larry, and talk to him. The bird hide will be destroyed. You will suggest to try the suit on the penguins in Ardougne as there are no penguins nearby on the Iceberg anymore. He will offer to teleport you back to the Zoo.

Stop!... It's penguin time!


Talk to Larry at the Zoo, and after he tells you a little story about the shrinking spell, he will shrink you and you'll go into the clockwork suit. You can't be wearing a headpiece, cape, weapon, or shield.
Open the door into the penguin pen, and talk to the only penguin with a "Talk" option. Your character will be surprised they speak the common tongue. You have to do the emotes you saw the penguins perform while in the Bird hide. Hopefully you made a note.
Once you get the greeting right, the penguin will then talk with you. It will reveal to you their "main directive", or goal, is to fly. He will ask you to take his report back to the outpost, but first must talk to the operatives in Lumbridge.
Exit the cage and talk to Larry to get out of the penguin suit. Explain to him what you talked to the Penguin about. Your character will laugh and underestimate the penguins. Larry will go ahead and meet you in Lumbridge at the Sheep pen.

Have Larry shrink you into the suit, and find the penguins in the sheep costume. Do the greeting with the emotes, and they'll tell you to go away, and that they won't talk to you without the proper code word. Talk to Larry, and he'll suggest to go back to the zoo. Have him teleport you back to the Zoo.
Talk to the penguin in the zoo again, talk your way through to getting him to tell your the phrase, and he'll eventually ask for the raw cod. He will then tell you the phrase, "Do not trust the walrus." Head back to the sheep pen in Lumbridge.
Shrink back into the penguin suit, and talk to the penguins in the sheep costume and tell them the phrase. Get out of the suit, and go around and talk to Fred the Farmer in the nearby house west of the pen. You can choose to bully or warn Fred. Go back to Larry, get in the suit, and talk to the penguins again.

Espionage

They'll tell that the outpost is on the iceberg, concealed by what looks like an avalanche. The password is "cabbage". Talk to Larry and he'll teleport you to the Iceberg. Head to the Avalanche and talk to the KGP Agent.

Do the emote greeting again. You'll then tell him the password, and he will ask for your ID. You won't have one, so talk to Noodle nearby. He'll ask for swamp tar and feathers. He'll give you the ID and Mission report. Investigate the avalanche, and head into the first room on the west.
Talk to the KGP Agent in that room. Hand over the reports, and he'll ask you to do a physical - the agility course. Head through the west door, the follow the path into the next room. You'll see a penguin army training.

Your camera will be zoomed back a bit at first, so click along the path, and head north to the starting line.
NOTE: You may need to bring some food, as you CAN take damage!
When ready, click into the water past the starting line, and you will jump in. Click past the crushers, then climb on the nearby stepping stones, gradually jumping farther and higher. If you fail, simply climb back up. Follow the path and signs until you come up to an arch with icicles. Click Tread-Softly on them. Repeat for them all.
Next is the ice path. Click cross ice, one at a time. You'll probably fail a lot here, depending on your agility level. When you finally get across, you'll automatically slide down the slope. Talk to the Agility Instructor. Exit through the gate, and exit the way you came,

They're ORGANIZED!


Head back out of the base and talk to Larry. Warn him of the penguin army, and he'll tell you of a war room. Go back in and head to the far north. Talk to the KPG Agent in the control booth near the large door. He'll tell you no one is allowed through, then head into the nearest door on the east side. Talk to Ping and Pong.
Agree to get bongos and a cowbell. A cowbell can be obtained by stealing one from a dairy cow, or by simply talking to a cow in Zanaris. To make the bongos, you need a mahogany plank and soft leather. Use on on the other, when you're not in the penguin suit.
Once you have both made, go to the iceberg and get back in the penguin suit. Go back in the outpost and talk to Ping and Pong. Give them the instruments, and watch them play. The KGP Agent will come in, you will have the idea to sneak in the doors. Head north, and operate the controls near the door.
Follow the path east, and into the war room.

Caught!


As you enter, a cut-scene will play. You will see Pescaling Pax. You will be out of your clockwork suit due to their anti-magic security. They will take your suit, and throw you in with the Ice Lords. Kill them until you can leave through the gate on the west side of the cage. Head to the east side of the room and exit through the chasm.
Head back out to Larry, tell him what was in the War Room. A cut-scene will then play of a larger penguin suit.
Reward Scroll
1 Quest Point, 2000 Crafting exp, 5000 Agility exp, 1500 Construction exp, Ability to make clockwork Penguin suits, Two extra spins on the Squeal of Fortune.
Notes: After the quest, 5 of the 10 penguin spies in the Penguin Hide and Seek Distraction and Diversion become two points (originally every penguin was only worth one point).
